Public disclosure requests

I am trying to find out what laws or rules authorize the Department of General Administration and Washington State Patrol to issue trespass warnings banning citizens from state property, and what the appeals process is for such banishments. I sent public disclosure requests to both of these agencies seeking all records related to trespass warnings. So far, both agencies have failed to produce any records that authorize their use.

they admit to having no formal appeals process, have yet to produce anything authorizing the use of trespass warnings, and violated the public disclosure act at least once.
