I will be putting some things in the regular mail to you today in response to your disclosure requests.

Also, I have attached a news release that General Administration put out today about improvements at Heritage Park specifically related to the Powerhouse road. We sent the release to KGY radio and the Olympian.

1. all records that mention the restricted nature of Powerhouse Road, or records related to public access to Powerhouse Road;

2. all records that contain information about whether Powerhouse Road is or is not part of Heritage Park (Bob Bippert told me it is not, but I would like something more official for my court case);

3. a copy of General Administration's index of records, as per RCW 42.17.260(5).

The records covered in points 1 and 2 above may be found in the list of records in RCW 34.05.220(2): "final orders, decisions, and opinions in adjudicative proceedings, interpretive statements, policy statements, and any digest or index to those orders, decisions, opinions, or statements prepared by or for the agency."

They may also be those found in the list of records in RCW 42.17.260(5), which discusses indexing of records.

I also seek:

4. the index of records, as per 42.17.260(5), that indexes records that General Administration relies upon to forbid public access to Powerhouse Road. To explain why I seek this, RCW 42.17.260(6) says that a public record (such as an agency rule) may be used against a citizen only if it is indexed. If GA has no such rule, or this rule is not indexed, I think it strengthens my appeal to overturn the $101 ticket.
