Subject: Feb. 23 response to your disclosure request
February 24, 2006
Mr. Livingston,
I am following up on your public disclosure request. I can respond now to your first two questions:
1. What grounds a trespass warning can and/or will be issued under General Administration's authority;
2. what laws, rules or case law provide authority to issue trespass warnings;
State law that applies to the authority is contained in RCW 46.08.150, Control of traffic on capitol grounds, and RCW 46.08.160, Control of traffic on capitol grounds -- Enforcing officer.
I have attached links to these RCWs:

I am still researching your other questions and should know more by next week. Either I or someone else in the Communications Office at General Administration will get in touch with you.
Best wishes,
Steve Valandra
